| Part L2 of the Building Regulations came into force
on April 1 2002. It covers the conservation of fuel and power in new
and refurbished commercial buildings in England and Wales with the
main drive to save on carbon emissions (CO2). GBJ is providing a service
to clients to assist in the calculation of emissions. |
| The carbon emissions method of calculation is one
of three methods defined within Part L2 to calculate emission levels
from buildings. Whilst the other methods (elemental method and whole
building method) may be applicable in some construction solutions,
GBJ believes that the dynamic energy consumption analysis provided
through the carbon emissions method will be in great demand from architects.
It provides a level of detail about building performance unachievable
with previous methods of calculation. |
| Estimates have suggested that the increased cost
of construction to achieve Part L2 could be as much as 5%. The practice
is therefore urging architects to interface with M&E consultants at
an early stage in the design process to discuss the implications of
L2 and to investigate the most appropriate method of emission calculations
for the project. |

| The government has introduced a Climate Change Levy
(CCL) to help meet their target to reduce energy use and hence CO2
emissions. The CCL is a tax on the use of energy in industry, commerce
and the public sector. The levy is intended to be fully recyclable,
where the revenue raised will be used to reduce the employers’ national
insurance contributions and also to fund energy efficiency techniques. |
| GBJ is proactive in providing clients with briefing
seminars and documents and in tracking its implementation by government.
The practice is currently introducing revised specifications to ensure
that all opportunities for rebates under the CCL scheme are achieved
for its clients’ benefits. |
